Restraint is defined as on a leash or otherwise physically controlled by a human when it is not on the owner's property or other property by permission. Pet owners are encouraged to keep their pets on their own property by using suitable fencing, kennels, pens, well-secured leashes or chains.
When you license your pet, your contact information is kept on file with the licensor, allowing them to contact you if your pet is taken to an animal care facility. If your pet is lost you can notify the licensor.
