What are the City's leash laws?

No animals are allowed to "run at large." All animals, including both dogs and cats, must be kept under restraint at all times. Restraint is defined as on a leash or otherwise physically controlled by a human when it is not on the owner's property or other property by permission. Pet owners are encouraged to keep their pets on their own property by using suitable fencing, kennels, pens, well-secured leashes or chains.
