Transmission Lines Construction

2/26/2024 Update: The city has received a notice of a community meeting and comment period for an application from Great River Energy for a route permit to rebuild and upgrade the existing transmission line from the Pilot Knob substation in Eagan to the Burnsville substation in Burnsville with an approximately 8.75 mile long high voltage transmission line (HVTL). The proposed project will also involve necessary upgrades to the Burnsville substation. The meeting will be held on February 21 from 6 to 8 p.m. at Diamondhead Education Center. 


Great River Energy, wholesale provider to Dakota Electric Association, has filed an application with the MN Public Utilities Commission to rebuild and upgrade portions of its transmission lines within Burnsville, Eagan and Apple Valley. The project will upgrade existing powerlines, so while the route will not change, the tower structures and lines will be replaced. The areas of Burnsville included in this project are along Cliff Road East, Highway 13 and County Road 11 south of Highway 13. Construction is anticipated to begin in fall of 2026.
